Hi all. I got really interested in keys a few months ago (lock picking and lock smiting) and I have learned a lot about keys since then. If you have an hour, I HIGHLY suggest you watch this talk on keys and how they work. They are not as secure as you think they are. Also, by understanding how common keys are and how key bitting works, maybe it can help you guys put some pieces together.

Also, speaking of locks, I've noticed the absence of them in the videos leading up to this point. So far the Mountaineer key is the only key to fit a lock (that I remember, correct me if I'm wrong). Keys are usually made for locks. This leads to the question of why do the codes on the keys worked for various dial locks even though there is no corresponding locks with keyholes (excluding the car)? Why use keys, that are bitted (presumably by the person who owned the keying set), to hold onto the three digit codes?

Ps. When the crew checks out the car, please wear long sleeves and gloves. You don't want to get anything possibly dangerous all over your hands/arms and you definitely don't want to leave your fingerprints in a strange car you don't own.
Pps. Some unimportant information that I wanted to mention: Mercury (the car brand) was and still is part of Ford. Mercury closed in 2010, as everyone already knows, due to sales being absolutely terrible. Ford still has a active registered trademark for the car brand name. Just because the company stopped selling new cars in 2010 doesn't mean that someone didn't buy it in latter years as a used car. A lot of people didn't think about used car sales.

Hi again. I honestly wasn't expecting to put so much time into this. I wanted leave all the investigation stuff to the people who are doing a great job theorizing and whatnot but here I am. So originally I was going to put another Ps stating that the car accident in North Carolina may not even be related to the car found by the crew. I searched the article everyone posted and found the driver's name. You can search the NC criminal database for sentences so I searched him to be able to say that he isn't related. (Which he is not, or at least shouldn't be. The driver got 3 years of probation/parole. He was charged for driving under the influence and for fatally hitting a pedestrian then fleeing the scene. He was convicted 12/12/2019 so this December will be his first full year on parole. This means that he has two more years on parole so we should be able to rule him out.) Next, I was going to rule out the car being the same. I was pretty set on being able to say that the cars are not the same in this post. Unfortunately, I can't say that. The police was able to seize the vehicle. Seized vehicles are usually passed onto an auctioneer. In NC there are four businesses that receive the seized cars to auction off. None of them list the cars they've auctioned in the past, and only one lists the current cars they're auctioning. Obviously, I don't know which of the four companies the car got passed to, who it got sold to, or what they did with it and since that information isn't publicly (and legally) listed online this is where the end of that search goes.
Lets be generous and say that the car was passed onto one of the businesses after the conviction date (12/2019). We can even add on a month for approximate time it sat in the auctioneer's lot. That means that it could have been sold around January of this year which is plenty of time to drive/move a car from the East Coast to the West Coast. Therefore I can't disprove that the car from NC is relevant. Though, as of right now, it can't be proved either. I can say that it would explain some of the dings in the front of the car since the driver hit a person and a sign (there was car debris left at the scene according to the news articles) but honestly guys, if you search up "Mercury Mountaineer hit and run" on google a bunch of results come up. I mean, in the US 43,916 units were sold in 2004. If you want to account for the fact that car manufacturers name their cars a year ahead, there was presumably 49,692 units sold in 2003 (I say presumably because I didn't fact check the 2003 sales number. I did fact check the 2004 sales number though.) That many units definitely aren't on the streets today, but selling used cars is definitely a thriving business as I stated earlier. If you look at the one auctioneer who put what they have currently for auction online you will see a blue 2004 Mercury Mountaineer listed. (It's licence plate frame is coincidentally crooked in the same way the abandoned car was which I thought was funny) Please keep in mind that car is currently sitting in a lot in NC if you go to view the photo. It wan't painted red and moved to Cali. Also, the coincidental license plate frame orientation does not mean that this is for sure the auction house it came from, if it even came from one, that wouldn't be enough evidence. I've mentioned the blue Mountaineer because I read other people saying that because Mercury went out of business in 2010 there is no way to acquire a Mountaineer since 2010. While true you can't purchase a new one, you can buy a used one. The blue Mountaineer is proof of that. I hope I'm really driving that point in because I've repeatedly mentioned buying used cars. Plus, by the outside condition of the car we can safely assume that it is not new. It had enough imperfections to classify it as used.

TL;DR- Can't prove that the 2018 Mercury Mountaineer hit and run in North Carolina everyone was talking about isn't related, but you can't prove that it is either.

Pps. If this is one huge ARG made by the crew then kudos to them 👏👏 One of the main things you have to do for a successful ARG is using the real world as the platform for your game without making it feel like you're playing a game. I think that aspect has been accomplished whether or not it is a game.

2020.08.27 16:40 Lairkeeper Kitchen Delivery Success, Southeast US, Ordered August 5th- Delivered August 26th

It can happen. I'm in the Upstate of South Carolina, USA. My closest store is Charlotte, NC and the nearest distribution center is Savannah, GA. I'm not entirely sure which location my order came out of.
Designed our kitchen in the ikea kitchen planner ourselves. Ordered online on August 5th. It made me remove a few items before placing the order including one base cabinet box and one high cabinet box (doors and such stayed in order), faucet, sink strainers, and a 74" length Karlby countertop. Immediately received order confirmation email. Estimated delivery date was August 26th.
I started clicking the tracking link multiple times a day and waited with high anxiety levels for some change. Received the "Ready Set Picked" email on August 18th. But when I clicked the tracking link it still showed as "processing" rather than picking until morning of August 22nd. Once the order showed as being picked I noticed that one shelf was showing in a separate order that was still listed as "processing." I assumed that it was currently out of stock and will be sent later.
Received the "It's on its way" email on afternoon of August 22nd. Logistics company's tracking link (NAL Group was the delivery company for my order) showed it as scheduled but didn't show the order as "In Warehouse." I continued with my anxiety driven obsessive tracking behavior. There was no status change.
Received robocall from NAL Group on August 25th around lunchtime telling me that that my order would be delivered on the 26th between 1-5pm.
Received a text message from NAL driver on 26th at about 1pm telling me that they were 20 minutes away. The truck arrived 22 minutes later. They offloaded everything onto a cardboard pallet in my driveway in about 20 minutes. I signed and they were gone. They were efficient and pleasant. No masks, but they never entered my house and only got within 6 feet of me when they asked me to sign the waybill. I was a little surprised that they didn't use the pallet jack or the lift when unloading. But, whatever works for them.
My son-in-law and daughter helped me move everything into the house and we checked each item off my original order list as we went. There were no mispicked items and everything was accounted for about an hour later. No damaged boxes and so far everything has been perfect as we unpack and start assembly. We hung 3 wall cabinets before going to bed last night.
I just wanted to share because I know that I was searching for detailed delivery experiences in my area when I ordered and while I waited.

  • In one of the sickest and strangest stories in indie wrestling history, former XPW star Messiah was attacked in his home by men who cut off his thumb and also attempted to cut off his penis. Police are now investigating under the belief that the attack was connected to the wrestling business. Messiah described 2 large black men coming into his unlocked apartment while he was playing video games. He initially believed they were there to see his roommate but instead they locked the door behind them and began attacking him. One of them held Messiah down while the other one severed his thumb with garden shears. The thumb was never recovered. They attempted to then cut off his other thumb and his penis while he screamed for help. During the brawl, he was also hit with a chair and a fish bowl because they were trying to knock him unconscious. Neighbors heard the screams and called police and the attackers fled the scene. Police have a description of the vehicle and sketches of the 2 men based on Messiah's description, but that's it. Following the attack, Messiah was treated at the hospital but then checked himself out and is said to be in hiding out in another state, in fear of another attack.
  • Messiah was recently fired from Rob Black's XPW promotion, allegedly because Black found out Messiah was sleeping with his wife, XPW valet and porn star Lizzy Borden. After leaving XPW, Messiah had become a big star for CZW. The Lizzy Borden rumor was pretty much confirmed at another indie show this week that featured a lot of XPW names. During the show, New Jack cut a promo saying it happened and when Messiah came out, the crowd chanted "You fucked Lizzy!" to which Messiah got on the mic and responded with "And she fuckin' loved it!" No one is outright saying so, because it's dangerous to make accusations without enough proof to back them up, but the clear implication is that this attack on Messiah was retaliation from Rob Black. XPW acknowledged the incident on its website, basically saying no matter what happened in the past, this is a tragedy and sending thoughts and prayers to Messiah. Needless to say, not a lot of people buying it (I don't think this case was ever solved but to this day, the overwhelming belief is that Rob Black was definitely behind it. America's Most Wanted even covered it and they heavily implied the same thing, but we'll get there).
  • We have a big obituary for legendary Portland promoter Don Owen, who passed away this week at age 90. He was the longest reigning promoter in history, running his territory for 54 years, promoting his final show in 1992. Owen was the next-to-last surviving promoter from the regional territory days (Jerry Jarrett's Memphis being the last). Owen was beloved by most wrestlers who viewed him as one of the few fair promoters in the business, always paid fairly and treated his wrestlers fairly. Pretty much anybody who was every anyone during the 50s-70s in particular worked the territory. He promoted his biggest show in 1985, drawing a sellout 12,000 fans for Ric Flair vs. Billy Jack Haynes. It's worth noting that this show also featured Roddy Piper. Yes, in 1985, while he was working full-time for WWF, Roddy Piper also worked this NWA-branded show headlined by Ric Flair. In fact, Piper was so loyal to Owen that for years, he refused to wrestle on WWE shows in Portland because he didn't want to compete against Owen. It was the same territory where Art Barr made his name before the rape accusation derailed his career and he had to go to Mexico. Over the years, when Owen found out about former wrestlers of his who were down on their luck, he would often make anonymous donations to help them, which many of those people never found out about until after his death.
  • Dave notes that there won't be an Observer next week, so if you notice a big gap in the Rewinds, I didn't mess up. Dave is just lazy.
  • Update on the lawsuit TNA filed last week against Jay Hassman's marketing and accounting firm they claim defrauded them. Dave compares it to the death of Jarrett's old USWA promotion and he briefly recaps all the legal drama surrounding that (see previous Rewinds, it's a lot to cover here). It's also worth noting that Hassman's company worked with WCW in the past and was dropped before WCW folded because there were a lot of problems with them then as well. But TNA is using a lot of the same people and office staff that WCW used so that's how Hassman's firm got roped into this. A rep for the company dismissed the lawsuit as nonsense and claimed Jerry Jarrett was telling everyone they would get 150,000 buys per week while they were trying to keep him focused on more realistic numbers. He also claimed the lawsuit was a distraction from TNA's "inevitable implosion" and said that Jeff Jarrett recently told him the company is running entirely on credit right now. Dave says of course they're in debt and will probably be deep in the red for months even if this accounting mess hadn't come up. He claimed Jarrett was supposed to have $5 million in credit and $1 million in cash on hand for the deal with InDemand and he claimed to have it, but the accounting rep says they didn't because the sponsor of their first show pulled out because Jarrett didn't have the proper paperwork. I dunno, this is all a boring accounting mess. The rep claims TNA is "now in self-destruct mode" and says they are in breach of their InDemand deal in multiple different ways, and that the lawsuit is an attempt to distract from Jarrett's own failure with this company. So on and so forth.
  • The latest WWE Confidential episode aired and Dave thinks it was the WWE's biggest attempt yet to re-write history. The main focus of the show was about the decline and death of WCW. Now that they have Bischoff, Hogan, Jericho, Booker T, Big Show, etc. they can interview them all for it. The story opened saying, "Those who don't remember the past are doomed to repeat it," which is a pretty ironic way for WWE to be talking about WCW in 2002. Anyway, instead of focusing on what really killed WCW (running off their audience with a terrible product), the show threw out dozens of reasons, blaming faceless Time Warner execs, guaranteed contracts, and even painting the signing of Bret Hart as if that was what doomed WCW (which Dave finds laughable since 1998 was WCW's most successful financial year ever). They basically blamed the death of WCW on all the things that WWE doesn't do, and ignored all the real causes, which are things also plaguing WWE right now. In particular, Dave argues against the claim that guaranteed contracts were the reason. Reality is, even if every single wrestler on the roster had worked for free, WCW was still tens of millions of dollars in debt. The guaranteed contracts really didn't even represent more than a few drops in the bucket when it came to how much WCW was bleeding money at the end. And when they were successful, they were making tens of millions of dollars, despite those huge contracts. During the episode, not once did they acknowledge that awful writing and poor creative direction drove away fans by the millions. Bischoff once again blamed the death of the company on the corporate merger, but the reality is, if WCW was still drawing 6 million viewers per episode and was still one of the highest rated shows on cable, it would not have been canceled, merger be damned. All in all, it was another example of this Confidential show re-writing history to paint WWE and Vince McMahon as the conquering world beaters who nobly defeated all the evil-doers who dared challenge them. But as they say, the winners write the history books, so there ya go.
WATCH: WWE Confidential: The Downfall of WCW
  • WWE announced plans last week to start WWE Films and expand into non-wrestling programming. Ever since the company went public, there's been talk of opening an office in Hollywood and doing movies and TV shows. But Dave thinks the timing is questionable, since WWE's core business is declining and the economy is suffering. Remember, WWE just made major budget cuts a few weeks ago and laid off a bunch of people, so launching a whole new division now when the wrestling side is collapsing is certainly an interesting choice. WWE hired TV and film producer Joel Simon to run the Los Angeles office of WWE Films. The goal is for WWE to finance some movies as well as get roles for WWE stars. This idea was first broached 2 years ago, back when the company was on fire and they had the finances to eat it if this venture didn't work out. No word how much money is being set aside for WWE Films, but TV and movie production is expensive and risky. Not to mention, WWE's track record outside of wrestling is.....let's just say "not good," to put it mildly.
  • According to a Charlotte newspaper, Ric Flair is once again considering running for governor of North Carolina as a member of the Republican party. Flair first talked of this back in 1998, after Jesse Ventura successfully ran for governor and it got a lot of publicity, but Flair ultimately decided against it. Among the reasons is because he apparently didn't want to have his personal life examined as closely as it would have been by the media (yeah, I suspect digging into Flair's past would be bad news for his political aspirations). Flair thought he'd have a better chance than Ventura because he's a bigger star in NC than Ventura was in Minnesota. But Ventura's election was based far more on how he campaigned as opposed to his wrestling celebrity status. Jerry Lawler is a god in Memphis, but he ran for mayor and didn't even crack the top 3.
  • NJPW's upcoming Budokan Hall show is weird because it doesn't feature most of the company's big stars, including IWGP champ Yuji Nagata. It's a bunch of freak show booking with MMA guys and rematches from PRIDE shows and inter-promotional matches with NOAH guys and shit. "More Inoki craziness" Dave notes. The show is also expected to feature the in-ring debut of 22-year-old rookie Shinsuke Nakamura.
  • Speaking of Inoki, he's putting on another one of his UFO-branded MMA shows. There's rumors that Inoki will referee the main event. Inoki is also claiming boxers Mike Tyson and Thomas Hearns will appear, so we'll see how full of shit Inoki is. Tyson is a huge name in Japan and the NTV network that is airing the show hasn't mentioned him in the promotion, which you'd think they would if they were trying to draw ratings. At press time, Dave says there's literally reporters at Narita airport in Tokyo, camped out waiting to see if Tyson arrives. This isn't the first time Inoki has claimed Tyson was making an appearance for him. Last time, Tyson's people had to put out a statement saying it was bullshit. They also claimed Chyna will be working an exhibition match on this show because why not?
  • Bret Hart was discharged from the hospital, after spending more than 5 weeks there following his stroke. He's doing 5 days-per-week of physical therapy and has made impressive progress. There's hopes that he can make a 100% recovery within a year, but doctors are also being realistic in that he might not ever fully recover.
  • Dave saw the 60-minute iron man main event to crown a new ROH champion and says the effort was impressive, especially considering there was no AC and the building they were wrestling in was a furnace. You could see all 4 men near total dehydrated exhaustion by the end of it and Dave thinks it would have been better as a 30 minute match. Dave says it was a great match but not the 5 star classic it was reported as.
  • Dave gives some clarification on the problems ECW faced with InDemand at the end. During the first several years, InDemand paid ECW on time for all its PPVs. But then in the final year, the payments started coming later and later and then when ECW lost its TV deal with TNN, InDemand held the money back, waiting to see if ECW would survive. Needless to say, that guaranteed that they didn't.
  • Heard enough about Rob Black yet? Well, he's telling people he's attempting to purchase the old ECW Arena in Philadelphia. Needless to say, this doesn't happen.
  • Various TNA news & notes: there will not be a show on 9/11 because of it being the one-year anniversary of the terrorist attacks. Don West's time on commentary may be limited, since a lot of people don't like his work, and there's talk of bringing in former WCW announcer Mark Madden. TNA has sent out tapes to multiple TV stations in an attempt to get a TV deal. Jerry Jarrett has reportedly been toning down a lot of Russo's creative ideas, although Dave isn't sure how a the gun angle got through if that's the case (more on that in a minute).
  • Ron Killings did a radio interview where he put over Vince Russo for giving him "The Truth" gimmick. Killings also said he would never go back to WWE ("write that one down, folks," Dave jokes). He says he was mad about the way he was released, claiming Johnny Ace gave him the news in a phone call with no explanation why. He said he later called Vince, Stephanie, Shane, and Jim Ross for an explanation, none of whom would return his calls (that is kinda some coward shit). Dave thinks WWE missed the boat on Killings, because he's got all the tools to be a star.
  • Jerry Lawler was apparently pissed about a line they said on a recent TNA show where they made a joke about Lawler hanging out in high schools offering girls candy. Lawler called up Jerry Jarrett and was mad about it. Speaking of, even though he's cutting all these heel promos in TNA on his father, Brian Christopher and Jerry Lawler are still working together doing local Memphis shows.
  • Notes from TNA Weekly PPV: hit and miss show. They had screens in the arena this time, so fans could see what was going on during the backstage segments. They also did the best job so far of building up to next week, so that's a plus. Downside is the arena they're in (Nashville Fairgrounds) is awful and they only had 550 in the crowd for this show and it looked small on TV. To make it worse, they were dead for the show. Ron Killings continued the racial angle, singling out one of the black TNA girls and calling her a ho and saying she was being exploited. In fact, Dave thinks just about every woman on this show was called a ho or a bitch at some point (another hallmark of Russo booking) and it led to Killings getting a title shot against Ken Shamrock next week (after cutting a promo trashing WWE's titles). And then the really stupid angle of the show: Jeff Jarrett beating up one of the little people until another one came out and pulled a gun on Jarrett for the save. Dave thinks this was utterly ridiculous.

  • Five days before the big Melbourne, Australia stadium show, WWE announced that Hulk Hogan won't be appearing due to "injuries" suffered in the Brock Lesnar angle on Raw. Hogan was by far the most heavily advertised name for the show and needless to say, pulling him off the card 5 days beforehand pissed off a lot of fans who have tickets. In fact, a lot of people have been trying to get refunds because not only is Hogan off the show, so is Triple H because it appears his elbow won't be healed up in time. That's 2 of the 3 big names that were most heavily promoted, and now Rock is the only one still scheduled to appear.
  • Speaking of, that angle on Smackdown (more later) with Hogan and Lesnar was to write Hogan off TV for a little while. Hogan asked for time off due to worsening knee and back problems. Exactly when he comes back is unknown, but when he does, it'll probably be to build for the match with Vince at Wrestlemania now, instead of at Summerslam. They wanted Hogan to still go to Australia and at least make an appearance, but Hogan asked off anyway because he knew 20 hours on an airplane to get there would cause him more back pain and he wanted to spend his birthday with his family.

  • Latest on Goldberg is that he's hoping to put together a deal with WWE where he can work some shows for them while also taking big-event bookings in Japan. WWE hasn't let anyone have that type of deal since Hulk Hogan in 1993 when he was working WWE and NJPW at the same time.
  • Regarding Steve Austin, the feeling among the wrestlers is that they expect him back sooner than later. Agent Jack Lanza believes Austin is bored at home and he's reportedly been training hard. Dave says dozens of big stars have made big money in the business and tried to walk away but they all come back sooner or later (only exception Dave can think of off the top is Jack Brisco). With Hogan out for the foreseeable future and Rock leaving after Summerslam to make another movie, and Monday Night Football starting back soon, they need Austin more than ever. But reportedly Vince is still going forward and making plans as if Austin no longer exists.
  • Brock Lesnar is being advertised to appear on the Raw after Summerslam, which pretty well gives away that he's winning the title from Rock at Summerslam, which everyone already knew anyway. Of course, plans can always change, but Lesnar is almost certainly winning his first world title in a couple more weeks.
  • Notes from Raw: whole show was built around finding out who attacked Shawn Michaels, even though it was obvious that it was Triple H. When that was revealed and Shawn announced he was coming back to face him at Summerslam, it got surprisingly little reaction. It got a pop, but not the big overwhelming one you'd expect. Triple H was repeatedly referred to as "the franchise player of Raw." Hardyz were back together again and nobody cared. Big Show is getting fatter by the week. The UnAmericans cut a promo trashing President Bush saying he couldn't defend the country after 9/11. With the first anniversary of the attacks approaching, Dave figured it was only a matter of time before they tried to exploit it, but he didn't think they'd go this far. Trish vs. Victoria was marred by Jerry Lawler on commentary quizzing Molly Holly about whether she was a virgin the whole time.The Island Boyz (still no name) attacked Lillian Garcia and she did a stretcher job. And the Shawn/Triple H promo at the end was excellent, but the crowd didn't seem to care.
  • Notes from Smackdown: Dave apologizes in advance because he knows he's going to sound like a Paul Heyman cheerleader, but this was one of the better shows of the year, hitting on just about every level, from storytelling, to character development, to in-ring action. It was the best effort to date in getting Lesnar over as a top guy. Stephanie is still getting booed despite being the babyface. Kurt Angle continues to be pushed as a serious bad ass after years of burying that under comedy gimmicks. Angle vs. Hogan was even better than their King of the Ring match and, despite the shitty ending, was probably Hogan's best match in years. Nidia and Jamie Noble are a great act. Benoit/Guerrero vs. Rock/Edge was excellent, with Rock tapping out to Benoit which made for a strong finish, elevated Benoit, and furthered the Lesnar storyline with Rock all at once. On and on and on. Just an all-around great show that Heyman is heading up here.
  • Random WWE notes: Chris Jericho signed a new multi-year contract. Jim Ross wrote about the recent developmental cuts and said that eliminating HWA was also a step towards improving the overall developmental system. Basically just streamlining everything down to one location (OVW). The Island Boyz attacking Moolah and Mae Young last week was edited off TV in both Canada and the UK. Josh Lomberger from Tough Enough was hired, but not as a wrestler, and instead will do TV production and announcing (later becomes Josh Matthews, current Impact commentator).
  • Most wrestlers in WWE are told nothing ahead of time about their upcoming feuds and angles. Most of them show up to TV and find out the day of the show what they're doing. For example, Benoit and Guerrero were recently switched back over to Smackdown and they had no idea until they arrived at Raw the day before and had to change their transportation and go to the Smackdown city instead.
  • Despite getting their asses handed to them in the recent lawsuit, the PTC is still around. This week, they listed Raw as one of the 10 worst shows on TV due to language, sexual content, and violence. The settlement that WWE won does not prevent the PTC from negatively criticizing WWE, but it does prevent them from targeting WWE's sponsors, among other things. But they're still free to go online and talk shit about them just like everyone else.
  • Wanna hear a joke? Here's something some guy wrote in 1988 that was published in the Observer Yearbook that year. It was a section featuring fake/spoof wrestling news predicting stories that would happen in 1989. Here's what was written: "The U.S. Supreme Court ruled in November 1989 that the World Wrestling Federation can no longer use the initials WWF to promote its business activities. A lower court injunction in favor of the World Wildlife Fund was upheld. A spokesman for the naturalist group expressed joy at the high court ruling. "Originally we didn't care about their having the same initials as us, but their heavy use of animals at their events, plus the naming of over half of their performers with animal nicknames was just causing too much confusion in the mind of the public. Attorneys for Vince McMahon and Titan Sports downplayed the court decision, saying, "We were previously thinking of dropping the wrestling part of our name anyway, since it has a lot of negative connotations and was not altogether appropriate given the nature of our product."
  • Jeff Hardy has taken time off from house shows because he's working on an album for his rock band PeroxWhy?Gen. Jeff is the lead singer, and Shannon Moore does background vocals. Jeff and Shannon were finding it impossible to work on the album while wrestling full time, so they took Jeff off house shows at his request. Jeff's not yet 25 years old and has said his body is already banged up from injuries, with constant lower back pain and bone chips in his elbow.
  • Speaking of elbow injuries, Triple H did an interview talking about his King of the Ring match and said he wasn't happy with his performance because he went into the match injured. Afterwards, he had surgery and they removed 8 bone chips from his elbow, some as large as teeth.
  • Regarding Steve Austin, Triple H had some thoughts on that too. "I have two contrasting reactions. One is for Steve Williams. I feel worried for him as a person and I hope whatever it is that's in his head can be sorted out. The stuff between him and his wife and what went down in San Antonio--who knows what happened? All those things, I feel bad for him and I hope things work out for Steve Williams the person. But as far as Stone Cold Steve Austin goes, it's hard for me not to be angry at what he did. He owes something to everyone here in this company from top to bottom, from the guy who answers the phone to Vince. If I was Vince McMahon, I don't know how I could look people in the eye, anyone who I have a responsibility to, like stockholders or employees and say, 'we're getting behind him and pushing him to the top.'"
  • Anyway, Dave has some thoughts on this. He agrees that Austin was absolutely in the wrong for walking out the way he did, with no notice, hours before a live show that was entirely written around him. He screwed up the show, and in particular, he left Eddie Guerrero and Chris Benoit hanging out to dry since they were just starting what was expected to be a major program with Austin, and which would have been the biggest program of Eddie's career. The company has a right to be mad. But this all started because they asked Austin to do a job to Lesnar on TV with no build-up, in order to help jump-start Lesnar's main event push. When Austin balked....they didn't ask anyone else. Dave kinda wonders why Undertaker or someone like that wasn't asked to do the same thing after Austin left, if it was really about getting Lesnar over. Dave seems to imply that there was more to the story about why WWE asked Austin to do it. It's sorta implied here that Vince knew Austin wouldn't want to do it but made the match anyway, almost like he was purposely pushing Austin's buttons. As noted, Austin and Vince weren't getting along at all prior to his walking out and the way they buried him afterwards probably wasn't a coincidence. There's still a lot of hard feelings on both sides.
  • The "Pile Driver" roller coaster ride at WWE's Niagra Falls location was shut down by safety officials just hours after its grand opening because they didn't have the proper permits and hadn't undergone safety inspections. They had shown the ride off on TV the day before during a big ceremony with Val Venis, Trish Stratus, and Benoit and apparently the safety inspector saw the segment on TV and realized it hadn't been approved and had it shut down. There's no timetable on when it will re-open (I just listened to a Bruce Prichard podcast episode talking about this and apparently it never re-opened. It just sat there dormant for years I think.)

To summarize... I'm making a live album (both audio and video) called "The Best of John Mayer's 2019 World Tour", which I'll be releasing soon on Reddit. I want to clarify right now that this all will be made available free for no charge.
I'm done with choosing/finalizing and editing the audios for album 3 and 4 whole. (and some songs for album 1 and 2 too).

2020.05.21 23:28 Matt0689 Student Government Update

Hey guys, it’s Dick again. As always, I’m speaking on my behalf alone, not that of Student Government or the University. I wanted to provide you with some updates.
As mentioned in another thread, Student Government voted on Tuesday to authorize a referendum regarding the proposed Fall 2020 schedule. This referendum will be sent out to the student body on May 25th. As one of the authors of the referendum, I can tell you that it’ll lay out in a neutral fashion the positives and negatives of each proposal (the one advocated for by Student Government and the one approved by the school) and asks you to give an informed decision on whether you are for, against, or neutral towards each proposal. Obviously, I’m biased towards the proposal I authored, but I would encourage you to review the pros and cons of each one and make an informed vote. It is important to note that this is for data collecting purposes only, and does not mean that the school will necessarily go with one proposal over another based off of the results.
The Faculty Council met today (imagine Student Government, but for professors). I would note that when asked which proposal the faculty would support, they indicated to the Provost they would prefer Student Government’s proposal which calls for an August 24th start to the school year in an online capacity, with a transition to in person classes on September 7th, or when deemed safe by public health officials, allowing for the preservation of breaks.
I have had a number of students send me the proposals NC State and UNC are moving forward with. A common question has been “why can’t we do this?” It’s a great question, and let me explain some of the legitimate concerns that I share with the school regarding an early start to the school year thay has us out by Thanksgiving Break. Per the Provost and the Chancellor, the city of Charlotte currently has a projected peak for COVID-19 of late July. On top of this, we also have the RNC coming to town late August, and there’s no telling what that will do for the COVID-19 situation in Charlotte, though it’s hard to imagine any scenario in which that makes it better. Because of this, the school believes it to be in the best interests of all that if there are to be any changes with the school’s start date that it should be pushed back, not up as seen by their proposal. I personally agree with the schools logic here, though I would continue to advocate that a normal, online start to the school year still addresses these concerns while protecting student’s breaks. There have been discussions with the school about the possibility of making classes entirely online following Thanksgiving Break so as to prevent a surge in COVID-19 cases as students return from home. This is still a developing conversation, and I will keep you updated as I hear more.

Intelligence warnings

More than a dozen issues of the President’s Daily Brief (PDB) in January and February contained warnings about the novel coronavirus, its spread, and the suppression of information in China. During this period, Trump downplayed the virus and insisted it was under control.
U.S. officials emphasized that the PDB references to the virus included comprehensive articles on aspects of the global outbreak, but also smaller digest items meant to keep Trump and senior administration officials updated on the course of the contagion… One official said that by mid- to late January the coronavirus was being mentioned more frequently, either as one of the report’s core articles or in what is known as an “executive update,” and that it was almost certainly called to Trump’s attention orally.

Part of a pattern

The president did not take the warnings seriously, if he noticed them at all: Trump “routinely skips reading the PDB and has at times shown little patience for even the oral summary he takes two or three times per week.”
According to then-CIA Director Mike Pompeo in 2017, Trump prefers “killer graphics” in his briefings and doesn’t want too many details so intelligence officials try to “get to the core of the issue quickly.” A year later, in 2018, the Washington Post reported that even the simplified briefings were too much of a hassle for Trump:
Trump has opted to rely on an oral briefing of select intelligence issues in the Oval Office rather than getting the full written document delivered to review separately each day...Reading the traditionally dense intelligence book is not Trump’s preferred “style of learning” ...After several months, Trump made clear he was not interested in reviewing a personal copy of the written intelligence report known as the PDB
Critically, years ago intelligence officials warned that “by not reading the daily briefing, the president could hamper his ability to respond to crises in the most effective manner.” Trump’s handling of the pandemic proves that his inability or refusal to pay attention to the intelligence briefings has harmed our country, leading to tens of thousands of deaths that could have been prevented with a faster response.

Trump blames Pelosi?

ABC News reporter Jon Karl asked Trump about the report, to which Trump responded by repeating a fake story about House Speaker Nancy Pelosi:
Karl: “Were you warned about coronavirus back in January?”
Trump: “I think probably a lot more than the Democrats because a month later, Nancy Pelosi was saying, 'Let's dance in the streets of Chinatown.” (video)
Trump then lied about Dr. Fauci saying the virus “was no problem” in late February - Fauci did not say that - and pivoted to talking about the restrictions he placed on travel from China. Karl pressed him again on when he received warnings in his briefings and Trump said: “I would have to check, I want to look as to the exact dates of warnings.”
Trump has repeatedly lied about Pelosi’s February trip to Chinatown in San Francisco. Before any shelter-in-place orders were issued, tourism in the area had fallen dramatically amid public fears of a Chinese virus and prejudice against Asian Americans.
Pelosi while in Chinatown on Feb. 24: “I do think that because it started in China, there’s a concern that are the — is the Chinese government doing what it needed to do early enough, and now as we go forward. But that should not be carried over to Chinatown and San Francisco.”
She did not “dance in the streets” or propose a parade, as Trump has previously claimed. In hindsight, Chinatown was exceptionally well-prepared to handle the coronavirus: According to the New York Times, the community put in a place a plan of action on Feb. 1 “emphasizing frequent hand-cleaning, availability of sanitizers and education on basic hygiene principles, including frequent use of masks.” Trump, on the other hand, did not address the need for such measures until mid-March.

Man-made virus conspiracy

Last Friday, the Trump administration abruptly cut off funding for a project studying the transmission of coronaviruses from bats to humans after conspiracy theories linked the work to a lab in Wuhan, China. An official with the National Institutes of Health claimed the project does not align with “agency priorities,” but the NIH’s strategic plan for studying the coronavirus includes the exact mission of the bat project: understanding the origin and transmission of the novel coronavirus.
Suddenly ending a grant early is an unusual move for the NIH, which typically takes such steps only when there is evidence of scientific misconduct or financial improprieties — neither of which it has alleged took place in this case.
The project is run by a U.S. based nonprofit called EcoHealth Alliance, which invests in health research across the world. The nonprofit has been given millions of dollars in grants over the years, most recently in 2019.
  • Scientists have studied the genetic structure of the novel coronavirus and confirmed that it is naturally-occurring: "Two features of the virus, the mutations in the RBD portion of the spike protein and its distinct backbone, rules out laboratory manipulation as a potential origin for SARS-CoV-2." There is also no evidence that a natural bat virus “escaped” a lab: “the level of genome sequence divergence between SARS-CoV-2 and RaTG13 is equivalent to an average of 50 years (and at least 20 years) of evolutionary change."

Rightwing media

Rightwing media in America seized on an April 11 story in the Daily Mail, a British tabloid, that implied a link between these grants and the spread of the pandemic. On April 17 the story entered the mainstream when a Newsmax reporter asked Trump about the grants, framing it as an Obama Administration decision. In reality, the NIH has awarded grants to EcoHealth since 2005, which distributed the money to fund research in Shanghai, Beijing, and Singapore, as well as Wuhan.
On April 26, Rudy Giuliani appeared on a New York radio show to falsely suggest that the coronavirus was created as a biological weapon, blaming Dr. Fauci and Obama for the spread:
“China for the last 10 to 12 years has been carrying on these experiments, including in this Wuhan laboratory, with animals, and actually making this virus more dangerous,” Giuliani said on the show. “You could say that’s for scientific purposes, or you could say that’s for the purpose of weaponizing them.”

Trump buys in

Days after Giuliani’s interview, the New York Times reported (non-paywalled) that the Trump administration had tasked intelligence agencies to “hunt for evidence to support” the theory that the virus originated in the Wuhan laboratory.
Most intelligence agencies remain skeptical that conclusive evidence of a link to a lab can be found, and scientists who have studied the genetics of the coronavirus say that the overwhelming probability is that it leapt from animal to human in a nonlaboratory setting, as was the case with H.I.V., Ebola and SARS.
Yesterday, the Office of the Director of National Intelligence - currently run by Trump loyalist Richard Grenell - released a statement refuting the conspiracy touted by Trump allies: “The Intelligence Community also concurs with the wide scientific consensus that the COVID-19 virus was not manmade or genetically modified."
Current and former national security officials said they were surprised by the release, and suggested it could be a sign that the intelligence community feels it is being pulled into a political battle. The administration has been pressuring analysts, particularly at the CIA, to search for evidence that the virus came from a lab and that the World Health Organization helped China cover it up, according to a person briefed on the discussions.
Later in the day, Fox News reporter John Roberts asked Trump about the statement, who responded by casting doubt on the director he handpicked for the job:
Roberts: The Director of National Intelligence today put out a statement saying they believe [the coronavirus] was naturally occurring, it was not manmade-
Trump: Who was that-who was that who said that?
R: the Office of the Director of National Intelligence
T: But who in particular? Who was the man who made that statement?
R: It was a statement from the ODNI-
T: Oh, he would know that, huh? National Intelligence. So we’ll see-
R: That would be your Director of National Intelligence, Ric Grenell
T: No I know, I think it’s - I mean you’d have to tell me who specifically, who made the statement?
R: The statement was just put out under the offices of the ODNI.

White House testing plan

On Monday, Trump unveiled an 8-part plan to increase testing capacity across the country with the goal to reopen states. The presentation slide showed blue checkmarks indicating stage 1 “launch” and stage 2 “scale” are already complete, with only one step remaining to “support opening up again.” Conveniently for the administration, this final step is the responsibility of the governors, who must find a way to fulfill to vague mandates: "develop testing plans and rapid response programs" and "maximize the use of all available testing platforms and venues.”
"This document does nothing new and will accomplish nothing new," Sen. Patty Murray (D-Wash.) said in a statement. "It doesn't set specific, numeric goals, offer a timeframe, identify ways to fix our broken supply chain, or offer any details whatsoever on expanding lab capacity or activating needed manufacturing capacity. Perhaps most pathetically, it attempts to shirk obviously federal responsibilities by assigning them solely to states instead."
The president said the federal government will be shipping states a once-per-month supply large enough to test 2% of the population. Experts say this is not nearly enough:
Paul Romer, a Nobel Prize-winning economist from New York University who has recommended that 50 percent of the population be tested each week, said testing 2 percent “is not enough to test everyone in health care even once, let alone to keep retesting them every day, which is what it would take to keep those who do get infected from going on shift and infecting their colleagues.”
At this pace, testing 2% of the population at a time, it would take almost four years to test the entire U.S. population once, assuming the supply chain problems that have plagued the federal government’s response thus far suddenly clear up.
Despite the White House’s plan, during a press briefing on Wednesday President Trump downplayed the importance of testing:
"You shouldn't be hearing about testing, but that's the last thing [the media] can complain about I guess ...We’ve done incredible with the testing... I don't know that all that [testing] is even necessary." (video)
  • Fact check: Trump has claimed on a regular basis (video) that the U.S. has “tested more than every country combined.” Even just taking the top five countries as far as cumulative number of tests, the U.S. has actually conducted about 20 million fewer tests than those five countries combined.
  • Additionally, what matters most is the per capita testing rate. The United States’ number of COVID-19 tests performed per 1,000 people is below the average of the 36 member states of the Organization for Economic Cooperation and Development, according to figures released Tuesday by the international body. The United States had conducted 16.4 tests per 1,000 people, compared to Iceland, top of the list, which had tested 135 people per 1,000.

Minorities and low-income communities

Meanwhile, there are still people in the nation dying after being denied a coronavirus test. A Detroit phlebotomist, Deborah Gatewood, reportedly died from coronavirus symptoms on April 17 after being denied a test four times. Her daughter told NBC News that Beaumont Hospital “said she wasn't severe enough and that they weren't going to test her...They told her to just go home and rest."
It is unclear why Gatewood was denied a test so many times, but hospitals across the country have complained of shortages of swabs, reagents and other supplies needed for testing kits, as well as delays in securing test results.
Gatewood’s story also exemplifies the disparities in testing and treatment between minorities and classes in America. From Charlotte, NC, to Illinois to Michigan, African Americans make up a disproportionately large amount of coronavirus cases compared to the demographics of the population. Milwaukee County, Wisconsin, is just 26% black, yet African-Americans account for almost half of the coronavirus cases and 80% of the deaths,

Disparities

Fisher Island, a private island off the coast of Miami, Florida, is the richest ZIP code in the US, home to 800 families and staffed by over 400 workers. While the majority of Americans cannot get tested and some are denied tests even if they present symptoms of COVID-19, residents of the private island have spent tens of thousands of dollars to purchase thousands of rapid COVID-19 blood test kits that detect antibodies.
The purchase and availability of the testing are in sharp contrast to much of the rest of the state, where only about 1 percent of the population has been tested for the deadly virus that has caused a global pandemic… The tests, which are finger-prick blood tests, detect the presence of antibodies, an important aspect that could determine who has already had the disease and is likely immune… The tests haven’t been widely available in South Florida.

Trump sits on funeral aid

ProPublica reported yesterday that Trump has yet to release federal assistance specifically intended to help families cover burial costs for victims of the coronavirus.
Approximately 30 states and territories have requested the funding as the pandemic spreads across the country and struggling families ask for help burying their dead… In response to questions, FEMA stated that the decision on which programs to fund is in Trump’s hands.
...GoFundMe sites that have sprung up in the crisis show the shortfalls many families are facing. Family and friends of Devin Francis, a 44-year old radiology technician in Miami who was about to get married when he died of COVID-19 in early April, raised $4,300 of its $5,000 GoFundMe goal. Other posts cite burial costs for a father and son in New York who both died of the disease, and a chef in Chicago.

Seized supplies

VA masks

Each week we learn of more and more instances of the federal government intervening to seize supplies ordered by states and hospitals. Yet, in many cases, we still don’t know for certain where these supplies are ultimately going and why.
Last weekend, Executive in Charge of the Veterans Health Administration Richard Stone finally acknowledged the shortage of personal protective equipment (PPE) at the VA and revealed that FEMA blocked an order of 5 million masks from reaching VA facilities. “I had 5 million masks incoming that disappeared,” Stone said, adding that FEMA instead sent the masks to the Strategic National Stockpile.
VA’s four-week supply of equipment — on the shelves of 170 medical centers and in an emergency cache normally used for hurricane responses — was almost gone, and employees have held protests to say they were not safe… After an appeal from Secretary Robert Wilkie to top FEMA officials, the emergency management agency provided VA with 500,000 masks this week, FEMA said in a statement. It did not address questions about the agency’s diverted equipment orders.

Miami firefighters’ masks

Last Wednesday, the director of emergency management for Miami-Dade County (Florida)reported that a shipment of 1 million N95 face masks meant for local firefighters had been seized by FEMA. "We thought we were in pretty good shape with having that amount coming in, and they were — we were — usurped,” Director Frank Rollason said.
FEMA defended such confiscations, saying that bringing too much personal protective equipment into coronavirus hotspots can disrupt supply chains to other parts of the country. However, the White House repeatedly told state and local authorities to obtain supplies wherever they could.
At the time of writing this post, Miami-Dade county surpassed 12,000 confirmed coronavirus cases, the highest in the state.

San Francisco’s challenges

Last Friday, San Francisco Mayor London Breed held a press conference in which she described the difficulties the city has faced obtaining PPE:
“We’ve had issues of our orders being relocated by our suppliers in China,” she said. “For example, we had isolation gowns on their way to San Francisco and they were diverted to France. We’ve had situations when things we’ve ordered that have gone through Customs were confiscated by FEMA to be diverted to other locations. We know everyone is dealing with a serious challenge. Through Customs, we’ve had situations where those items have been taken and put out on the market for the highest bidder, putting cities against cities and states against states.”

Maryland guarding its tests

Maryland’s Republican Gov. Larry Hogan was forced to turn to South Korea to obtain coronavirus test kits in early April, using his wife - a Korean immigrant - as a key lifeline for his state. Speaking about the ordeal yesterday, Hogan described the operation like a top-secret mission, hiding the planeload from the feds out of fear FEMA would confiscate the test kits.
"This was an enormously valuable payload. It was like Fort Knox to us, because it was going to save the lives of thousands of our citizens.”
Like Fort Knox, the supplies are currently at "an undisclosed location” under the protection of the Maryland National Guard and state police. "The administration made it clear over and over again they want the states to take the lead, and we have to go out and do it ourselves, and that's exactly what we did," Hogan said.

Mismanagement of contracts

In 2015, the Obama administration inked a contract with medical manufacturer O&M Halyard called for the creation of a “one-of-a-kind, high-speed machine” that could produce at least 1.5 million N95 masks per day. In September 2018, the company delivered detailed plans for the machine to the Trump administration… but Trump’s Department of Health and Human Services (HHS) did not proceed with making the machine.
“The Halyard contract was part of an explicit strategy to ensure we could surge mask production in the next crisis,” said Nicole Lurie, who was the HHS assistant secretary for preparedness and response under Barack Obama. “Now we’re dealing with the consequences of not having that capability.”
HHS officials have said that there was no funding to build the machine, but the department that solicited the design had a budget of nearly $1.5 billion for 2020, according to an HHS report.

Contracts to Trump allies

In early March, Mike Bowen, the executive vice president of the medical mask manufacturer Prestige Ameritech, found the perfect way to drum up some federal business: He went on Steve Bannon's podcast, which is highly popular at the White House… A month later, at the explicit request of the White House, Prestige Ameritech had a $9.5 million contract with the Federal Emergency Management Agency.
Bannon told NBC News that his team put Bowen in touch with White House advisor Peter Navarro, who apparently facilitated the deal.
In the only other agreement with a similar notation that NBC News could find in the 11 years or so of online disclosure of federal contracts, one that was first reported by ProPublica, the Trump White House was named in March as the authority seeking a $96 million deal with the Canadian company AirBoss of America. As ProPublica reported, the deal calls for the delivery of 100,000 respirators and filters to New York and other locations by July 31, and it isn't clear why the White House was eager to award the no-bid contract to the company.

All it takes is a tweet

An electrical engineer in Silicon Valley (with 75 followers) responded to Trump’s tweet about ventilators at the end of March with his own tweet claiming he could “supply ICU ventilators.” Apparently this was all it took for the White House coronavirus to recommend the individual to New York state officials, who quickly paid Oren-Pines $69.1 million for 1,450 ventilators - at least triple the standard retail price of high-end models.
Now, a month later, not a single ventilator has arrived and the contract was terminated. New York state is trying to recover all of the money it paid the man, Yaron Oren-Pines. “The guy was recommended to us by the White House coronavirus task force because they were doing business with him as well,” said the New York state official.

Stepping up

A profile of the efforts of an ex-Google software developer to obtain medical supplies for American healthcare workers demonstrates “that this is not an impossible task and that the Trump administration has failed miserably in this mission.”
Ning Mosberger-Tang, of Boulder, Colorado, founded “Step Up in Crisis” to raise money and purchase PPE from China, despite having no previous experience in procuring medical equipment.
In late April, the first shipment of PPE obtained by Step Up in Crisis—50,000 of the surgical masks and the shoe covers—reached a warehouse in Los Angeles. The rest of the supplies are scheduled to arrive in different shipments through the first three weeks of May… Step Up in Crisis is looking to sell the PPE at its cost to hospitals that can afford to buy the supplies, but it also intends to donate some equipment to facilities that are financially strapped.
...Mosberger-Tang, an American citizen, points out that the current anti-China talk from Donald Trump and his political allies does not help on this front: “I wish the US government could be smarter in dealing with China. They know this manufacturing is in China. There is no point to calling this the ‘Chinese virus’ and irritate the Chinese government and end up not getting the equipment you need.”

FEMA stepping back

Other than seizing supplies, what is FEMA up to? The Trump administration is reportedly planning to end the role of FEMA’s National Response Coordination Center in managing the federal response to the coronavirus crisis. Its responsibilities will be handed over to unnamed persons at HHS.
House Oversight Committee Chairwoman Carolyn Maloney responded:
President Trump seems to be declaring ‘Mission Accomplished’ while hundreds of Americans are dying every day, communities across the country are facing critical shortages of test kits and life-saving medical equipment, and millions of Americans are out of work and need assistance. The Administration has not briefed Congress on this move and has not identified a clear, unified command structure for the continued federal response.”

Hydroxychloroquine update

Federal prosecutors are investigating a New York doctor who appeared on Fox News frequently to promote the use of hydroxychloroquine to treat COVID-19. The doctor, Vladimir “Zev” Zelenko, has been in touch with the White House
Zelenko came to the feds’ attention when - get this - Jerome Corsi (an associate of Roger Stone) accidentally sent an email intended for Zelenko to another “Z” name in his address book — federal prosecutor Aaron Zelinsky, a member of Mueller’s team.
Zelinsky is tasked now with investigating coronavirus-related crimes in the Maryland U.S. attorney’s office, as part of a directive from U.S. Attorney General William P. Barr to prioritize such cases. The department already has charged a medley of fraudsters for peddling fake cures
Vaccine expert Dr. Rick Bright is preparing to submit a whistleblower complaint documenting Trump’s push of an unproven anti-malarial drug. “It is expected that Bright’s complaint, when revealed, will shed new light on the political pressure exerted by the Trump administration on health officials to back up the president’s sweeping praise of the drugs as a key weapon against Covid-19.”

The basic idea had been to reopen once we were about two weeks past the peak. And that's still the official guidance from the White House.
But the problem is the more we've flattened the curve the more we've pushed out the peak. Different models show different peaks, but some of them now take us out to late June (at least for Mecklenburg).
So we readjusted. We want to keep people safe AND provide a pathway to successfully reopening. The new position is, "Ok, as long as we've basically flattened the curve for a couple weeks, we'll start to carefully reopen."
That means that the new goal is "sustained leveling." We're looking for leveling in a handful of metrics, not just infections. (The truth is, we're still strictly rationing our tests due to multiple bottlenecks and material shortages, so we really can't base policy just on infection rates.)
One of those key metrics is hospitalizations. Here's where we are:

Except for a small uptick yesterday, you can see some decent leveling here. That's positive - and it's also why hospitals have slowly resumed elective surgeries. The sudden halt in almost all elective surgeries cost our state's health care system nearly $1b last month, with rural hospitals getting hit the hardest.
Another key metric is testing. NC DHHS says they want to see testing average of 5,000 - 7,000 people per day. As you can see from this chart, we've only gotten into that range five times in the last month.

There's also some cautious optimism around LabCorp's new at-home COVID test, which just received FDA approval. They FedEX you the material you need to collect a nasal swab, you mail it back to them, and you check your results online. Initially, these tests will only be available to health care and front-line workers, but LabCorp believes it will be able to go wider in the next few weeks. (They may also do at-home antibody tests to determine if you've already had COVID, but this test is a molecular test to determine if you're currently infected).
BIPARTISAN COVID RELIEF BILL PASSES SENATE UNANIMOUSLY
Yesterday was our second day back in session. We passed a $1.4B COVID relief bill that was constructed in a very bipartisan way. A lot of input was given and taken from different groups.
This bill is essentially our first round of spending the $3.5b we just got from the federal government to help fund our COVID response. We aren't spending it all at once, but this first round will be the single biggest piece.

Important note: This is not final. This is just the senate bill. The house has their own version, which is broadly similar but contains a few major differences. When we pass a final, combined bill I'll do a post that lays out the details.
Quick items
  • Both the house and senate bill will have funding for small business loans. These loans will be administered by the Golden Leaf Fund. The original fund of $15m has been depleted, which is why we are going to re-fund and significantly expand it. I expect that within the next ten days or so you'll be able to go here to apply. Many people are rightfully concerned about making sure these loans actually go to small businesses, unlike what we saw with the federal program. We included restrictions to make sure that happens.
  • There is some talk among the majority party of a partial, temporary expansion of Medicaid specifically for the testing and treatment of COVID patients. Full-scale medicaid expansion will not occur this year due to opposition by senate leadership.
  • We are reopening a hospital in Richmond County that was closed three years ago and prepping it as a COVID surge facility.
  • Over 900 members of our National Guard are helping to transport PPE and food across the state.
  • We haven't addressed car inspections yet but I believe we will soon. N.C. Highway Patrol is not prioritizing the enforcement of inspections right now.
  • Under current law, schools can’t start earlier than the Monday closest to August 26. The senate bill passed yesterday moves the allowable starting date up to August 17. By contrast, the Governor would rather give school districts the ability to make their own decisions about start dates. This is a perennial issue in the General Assembly, but it's taken on more urgency now.
  • We've hired 250 contact tracers with plans to hire another 250.
  • An early version of the senate's COVID bill included a section that said teachers needed to prove that their online instruction would get the same outcomes as in-person instruction. Teachers rightfully called that unrealistic and the section was amended to say that remote learning plans must have “work measurement guidelines appropriate to each grade level." There is also discussion about waiving the required K-3 class size reduction next year, as this is essentially an unfunded mandate handed down by the state and counties are going to be resource-starved.
  • A new drug that is showing promise at treating COVID patients was created at the labs at UNC-CH. Dr. Fauci said the new drug "has a clear-cut, significant, positive effect." It's still being tested.
You're going to see a lot of activity from the state legislature over the next two weeks. I hope we can keep the bipartisanship going. I'll keep you posted.

Yesterday was our second day back in session. We passed a $1.4B COVID relief bill that was constructed in a very bipartisan way. A lot of input was given and taken from different groups.
This bill is essentially our first round of spending the $3.5b we just got from the federal government to help fund our COVID response. We aren't spending it all at once, but this first round will be the single biggest piece.

By contrast, the Governor would rather give school districts the ability to make their own decisions about start dates. This is a perennial issue in the General Assembly, but it's taken on more urgency now.
  • We've hired 250 contact tracers with plans to hire another 250.
  • An early version of the senate's COVID bill included a section that said teachers needed to prove that their online instruction would get the same outcomes as in-person instruction. Teachers rightfully called that unrealistic and the section was amended to say that remote learning plans must have “work measurement guidelines appropriate to each grade level." There is also discussion about waiving the required K-3 class size reduction next year, as this is essentially an unfunded mandate handed down by the state and counties are going to be resource-starved.
  • A new drug that is showing promise at treating COVID patients was created at the labs at UNC-CH. Dr. Fauci said the new drug "has a clear-cut, significant, positive effect." It's still being tested.

"SUSTAINED LEVELING" IS THE NEW "PEAK"
The basic idea had been to reopen once we were about two weeks past the peak. And that's still the official guidance from the White House.
But the problem is the more we've flattened the curve the more we've pushed out the peak. Different models show different peaks, but some of them now take us out to late June (at least for Mecklenburg).
So we readjusted. We want to keep people safe AND provide a pathway to successfully reopening. The new position is, "Ok, as long as we've basically flattened the curve for a couple weeks, we'll start to carefully reopen."
That means that the new goal is "sustained leveling." We're looking for leveling in a handful of metrics, not just infections. (The truth is, we're still strictly rationing our tests due to multiple bottlenecks and material shortages, so we really can't base policy just on infection rates.)
One of those key metrics is hospitalizations. Here's where we are:

Except for a small uptick yesterday, you can see some decent leveling here. That's positive - and it's also why hospitals have slowly resumed elective surgeries. The sudden halt in almost all elective surgeries cost our state's health care system nearly $1b last month, with rural hospitals getting hit the hardest.
Another key metric is testing. NC DHHS says they want to see testing average of 5,000 - 7,000 people per day. As you can see from this chart, we've only gotten into that range five times in the last month.

There's also some cautious optimism around LabCorp's new at-home COVID test, which just received FDA approval. They FedEX you the material you need to collect a nasal swab, you mail it back to them, and you check your results online. Initially, these tests will only be available to health care and front-line workers, but LabCorp believes it will be able to go wider in the next few weeks. (They may also do at-home antibody tests to determine if you've already had COVID, but this test is a molecular test to determine if you're currently infected).
BIPARTISAN COVID RELIEF BILL PASSES SENATE UNANIMOUSLY
Yesterday was our second day back in session. We passed a $1.4B COVID relief bill that was constructed in a very bipartisan way. A lot of input was given and taken from different groups.
This bill is essentially our first round of spending the $3.5b we just got from the federal government to help fund our COVID response. We aren't spending it all at once, but this first round will be the single biggest piece.

Important note: This is not final. This is just the senate bill. The house has their own version, which is broadly similar but contains a few major differences. When we pass a final, combined bill I'll do a post that lays out the details.

  • Both the house and senate bill will have funding for small business loans. These loans will be administered by the Golden Leaf Fund. The original fund of $15m has been depleted, which is why we are going to re-fund and significantly expand it. I expect that within the next ten days or so you'll be able to go here to apply. Many people are rightfully concerned about making sure these loans actually go to small businesses, unlike what we saw with the federal program. We included restrictions to make sure that happens.
  • There is some talk among the majority party of a partial, temporary expansion of Medicaid specifically for the testing and treatment of COVID patients. Full-scale medicaid expansion will not occur this year due to opposition by senate leadership.
  • We are reopening a hospital in Richmond County that was closed three years ago and prepping it as a COVID surge facility.
  • Over 900 members of our National Guard are helping to transport PPE and food across the state.
  • We haven't addressed car inspections yet but I believe we will soon. N.C. Highway Patrol is not prioritizing the enforcement of inspections right now.
  • Under current law, schools can’t start earlier than the Monday closest to August 26. The senate bill passed yesterday moves the allowable starting date up to August 17. By contrast, the Governor would rather give school districts the ability to make their own decisions about start dates. This is a perennial issue in the General Assembly, but it's taken on more urgency now.
  • We've hired 250 contact tracers with plans to hire another 250.
  • An early version of the senate's COVID bill included a section that said teachers needed to prove that their online instruction would get the same outcomes as in-person instruction. Teachers rightfully called that unrealistic and the section was amended to say that remote learning plans must have “work measurement guidelines appropriate to each grade level." There is also discussion about waiving the required K-3 class size reduction next year, as this is essentially an unfunded mandate handed down by the state and counties are going to be resource-starved.
  • A new drug that is showing promise at treating COVID patients was created at the labs at UNC-CH. Dr. Fauci said the new drug "has a clear-cut, significant, positive effect." It's still being tested.
You're going to see a lot of activity from the state legislature over the next two weeks. I hope we can keep the bipartisanship going. I'll keep you posted.
